Rockets carry their own oxygen because the atmosphere is too thin at higher altitudes to provide enough oxygen for combustion. Rockets need a source of oxygen in order to burn their fuel and produce thrust, so they carry their own oxygen tanks to sustain combustion in the vacuum of space.
