  • Human Freedom Index: Ranking of Countries by Human Rights
    The Human Freedom Index, published annually by the Cato Institute, ranks countries on their level of human freedom. The index is based on 76 indicators in 12 categories, including freedom of speech, religion, assembly, and association; rule of law; personal autonomy; and economic freedom.

    The top 10 countries in the 2021 Human Freedom Index are:

    1. Switzerland

    2. New Zealand

    3. Denmark

    4. Estonia

    5. Ireland

    6. Canada

    7. Australia

    8. Finland

    9. Netherlands

    10. Sweden

    The United States ranks 17th on the index, down from 15th place in 2020. The decline in the US ranking is due to a decrease in scores in the categories of civil liberties, freedom of movement, and personal security.

    The bottom 10 countries in the 2021 Human Freedom Index are:

    3. Turkmenistan

    4. South Sudan
