    The last layer of soil to form a horizon is the O horizon, also known as the organic horizon. This layer is composed of freshly fallen leaves, twigs, and other organic matter that has not yet decomposed. The O horizon is found at the very top of the soil profile and is constantly changing as new organic matter is added and old organic matter decomposes.
