    The phase that has tightly packed particles is solid.

    Here's why:

    * Solids have a fixed shape and volume. This is because the particles are held together by strong attractive forces, making them vibrate in place but not able to move freely.

    * Liquids have a fixed volume but not a fixed shape. Their particles are closer together than gases but have more freedom to move around.

    * Gases have neither a fixed shape nor volume. Their particles are far apart and move freely.
