    The halogen family consists of elements in Group 17 of the periodic table.

    Out of the elements listed, only fluorine (F) is a halogen.

    Here's why the others don't belong:

    * Neon (Ne) is a noble gas (Group 18).

    * Lithium (Li) is an alkali metal (Group 1).

    * Bismuth (Bi) is a metalloid (sometimes classified as a post-transition metal).
