  • What is a Base? Definition & Properties of Hydroxide-Producing Substances
A substance that forms hydroxide ions in water can be called a base. Bases are substances that can donate a pair of electrons or accept a proton. When a base is dissolved in water, it undergoes a chemical reaction with water molecules to form hydroxide ions (OH-) and other ions. The concentration of hydroxide ions in a solution is a measure of its basicity. The more hydroxide ions present, the stronger the base.
