Fertilizer is not an explosive. It is used as an accelerant in improvised explosive devices (IEDs), but it is the other components of the IED that actually explode. Fertilizers can sometimes be used to make homemade explosives, but this requires a chemical reaction that is not typically found in commercial fertilizer products.
