  • Family Reunification Challenges: Data Gaps and Systemic Issues
    * Incomplete reunification records. The Department of Homeland Security (DHS) did not have a complete or accurate database of separated families, which made it difficult to track down parents and children.

    * Lack of communication between agencies. DHS, the Department of Health and Human Services (HHS), and other agencies involved in the family separation policy did not communicate effectively, which led to confusion and delays in reunification efforts.

    * Lack of resources. DHS and HHS did not have the resources they needed to quickly and efficiently reunite families, including a lack of staff, funding, and facilities.

    * Logistical challenges. Reuniting families was logistically complex, as many parents and children were located in different countries or had already been released from custody.

    * Legal challenges. The Trump administration faced legal challenges to its family separation policy, which delayed reunification efforts.

    As of June 2021, there were still 400 families who had not been reunited, according to the American Civil Liberties Union (ACLU). The Biden administration has made it a priority to reunite these families, but it is a complex process that will take time.
