The Earth-shaker in The Odyssey is Poseidon, the Greek god of the sea. He is also known as Neptune in Roman mythology.

Poseidon is angered by Odysseus blinding his son, Polyphemus the Cyclops, and he relentlessly pursues Odysseus throughout his journey home. He creates storms, delays Odysseus's voyage, and generally makes his life difficult.
