The spacecraft "Eagle" was not launched by itself. It was the lunar module of the Apollo 11 mission, which was launched by a Saturn V rocket.

So, while it is correct to say that NASA launched the Apollo 11 mission, and therefore the Eagle, it is more accurate to say that the Saturn V rocket launched the Apollo 11 spacecraft, which included the Eagle lunar module.
