The first weather satellite, TIROS-1 (Television Infrared Observation Satellite), was developed by the United States.
While it's not exactly a specific location, it was designed and built at the Jet Propulsion Laboratory (JPL) in Pasadena, California, and launched from Cape Canaveral Air Force Station in Florida on April 1, 1960.
