Technically, no one has landed on the Moon and not walked on it. Every mission that has landed on the Moon has involved astronauts exiting the spacecraft and walking on the lunar surface.
However, there have been unmanned missions that have landed on the Moon. These missions, like the Luna series from the Soviet Union, involved spacecraft landing on the Moon but not deploying any humans.
So, while there are no humans who have landed on the Moon without walking on it, there have been robotic spacecraft that have done so.
