Newton's Third Law states that for every action, there is an equal and opposite reaction.
So, if the Earth pulls on the puppy with a force of 2 Newtons, the puppy pulls on the Earth with a force of 2 Newtons as well.
It might seem counterintuitive because the puppy is much smaller than the Earth, but the forces are equal and opposite!
