Isaac Newton didn't actually propose his three laws of motion on a specific date. He developed and refined them over several years, finally publishing them in his groundbreaking work "Philosophiæ Naturalis Principia Mathematica" in 1687.

So while we don't have a single date for the proposal, 1687 marks the official publication of these fundamental laws of motion.
