The cubs were spotted in a forest near the town of Belitsa, southwestern Bulgaria, on Wednesday, according to local media reports.
Environmental activists from the Four Paws animal welfare group were called to the scene and transported the cubs to a local animal shelter.
The cubs are currently being cared for at the shelter and will be released back into the wild once they are strong enough to survive on their own.
It is not clear what happened to the cubs' mother, but it is possible that she was killed by hunters or poachers.
Brown bears are a protected species in Bulgaria, and hunting them is illegal.
However, poaching remains a problem in the country, and brown bears are often killed for their fur, meat, and claws.
