Barium iodide is formed by the reaction of barium hydroxide (a strong base) and hydroiodic acid (a strong acid):

Since it is formed from the neutralization reaction of a strong acid and a strong base, barium iodide is a neutral salt. It doesn't have a significant tendency to donate or accept protons in solution.
