Here's why:

* Gases have no fixed shape or volume. They take the shape of their container and expand to fill it. Air does this!

* Liquids have a fixed volume but not a fixed shape. They take the shape of their container but maintain their volume. Air doesn't do this.

* Solids have a fixed shape and volume. Air doesn't have either.
