Water vapor changes into liquid water when it rises and cools. This process is called condensation. Water vapor is a gas, and when it rises in the atmosphere, the air pressure decreases. As the air pressure decreases, the water vapor cools down and condenses into liquid water droplets. These droplets form clouds. When the droplets become too heavy, they fall as rain, snow, sleet, or hail.
