    Fluorine is the most electronegative element and hence, would react readily with electropositive elements. Among Group 18 elements, helium is a noble gas and does not react with other elements. The reactivity of the other elements increases down the group.

    Therefore, the group 18 element that would be most likely to form a compound with fluorine is neon.
