    No. Not all solutions and mixtures are solutions. Solutions are defined as homogeneous mixtures consisting of two or more substances such that all components exist in a single phase. On the other hand, mixtures can be either homogeneous or heterogeneous. Therefore, while all solutions are mixtures, not all mixtures are solutions. For example, sand and water mixed together form a heterogeneous mixture called a suspension which is not a solution.
