    Fluorine.

    Due to its high electronegativity, fluorine has a strong tendency to attract electrons toward itself. When it forms a covalent bond with hydrogen, the shared electron pair is displaced significantly towards fluorine, resulting in a partial negative charge on fluorine and a partial positive charge on hydrogen.
