In 2019 the High Council for Copyright in France published a report to the Minister of Culture to propose a possible new legal framework concerning online content dissemination and sharing. This paper aimed at improving the French online content value chain as well as the balance between the cultural ecosystem players and the public to meet new consumption challenges. The report includes a section concerning P2P platforms and suggests potential measures to tackle copyright infringement while providing a legal option to users.
