    The scientist who developed a microscope and observed cells in cork was Robert Hooke.

    He published his observations in his book *Micrographia* in 1665. While he didn't discover cells, his observations of the cell walls in cork tissue gave us the term "cell" and laid the foundation for the study of cellular biology.
