Penguins' feathers are not ice-proof; they simply shed water well which allows them to dive effectively and reduces overall energy consumption.

In fact their belly fluff can become waterlogged but is able to compress so that most of the air bubbles get squeezed out of it, resulting in a denser layer that insulates just as well, if not better.
