A blue shift occurs when an object is moving toward the observer, while a red shift occurs when an object is moving away from the observer. The speed of light does not affect the direction of the shift, only the amount of the shift.
The Andromeda Galaxy is moving away from us at a speed of about 70 kilometers per second. This means that the light from Andromeda is shifted toward the red end of the spectrum. The amount of the red shift is very small, but it can be detected with a telescope.
